air rights

i keep hearing at neighborhood meetings about linda cropp and selling the air rights over interstate 395. first of all, i would like to ask how much of 395 she would like to cover... say from the jefferson memorial all the way to new york avenue? there was a plan to drop the stadium ontop of 395 south of the mandarin oriental hotel. is that what she's talking about? what's next for mrs cropp, selling the air rights over 295? LOL. this is election year funny talk.
